The Victoria Improvement Project (VIP) is perhaps the largest and one of the most popular mods for the game. When someone on the Paradox forums says "I'm running Victoria 1.03c with VIP 0.4", he or she is talking about this mod. On the other hand, "Vanilla Victoria" is usually taken to mean the lack of a mod, especially VIP.

The most recent public release of VIP is version 0.45 for Victoria 1.4 and version 0.1 for Victoria: Revolutions.

VIP makes several gameplay tweaks and historical changes to Victoria. VIP includes new events, new AI personalities, changed economy rules, and even new nations!
