Treasurer's Reforms

This is a country event in which the monarch reforms the economy.
The following conditions must be met for the event to fire:
- One has as least 25 cities.
- One has a Treasurer advisor.
- One has the National idea, National Bank.
The mean time to happen for this event is 264 months (22 years).
- A level 5 treasurer decreases MTTH by 10%.
- A level 6 treasurer decreases MTTH by 20%.
Option 1: Implement national debt funding plan
- The AI has a 70% chance of selecting this option.
- Treasury is increased by 60 ducats.
- Set Country Modifier, "Debt Funding Plan" for 80 days with the following effects:
- Interest is decreased .1%
Option 2: Implement tax reform
- The AI has a 30% chance of selecting this option.
- Set Country Modifier, "Tax Reform" for 80 days with the following effects:
- Tax modifier is increased 10%.
