A government form which represents a sovereign ecclesiastical figure. Theocracies include prince-bishoprics, crusading orders, the ayatollahs of Persia, and the lamas of Tibet. A Catholic Theocracy has a chance to become the Papal States if the Papal States is annexed by a foreign power who refuses to release it again. Eventually, if all the Theocracies have been annexed, the Papal States will cease to exist.
