The Fleet has declined

This is a Napoleon's Ambition province event based on selection of the National idea Naval Glory.
The following conditions must be met for the event to fire:
- One has the National idea Naval Glory.
The Mean time to happen for this event is 5000 months (random event).
- Not being at war decreases MTTH by 5%.
- Naval size being under 25% of support limits decreases MTTH by 5%.
- Naval Tradition under 10 decreases MTTH by 5%.
Option 1: The Glory days will return
- Prestige is decreased by 10%.
Option 2: A little money might sort things out
- Treasury is decreased by 50 ducats.
