Supply limit
From EU3 Wiki
The supply limit is based on the supply base, and the supply limit minimum appears in game to be 1. The supply limit of a province determines how many men can be supported without suffering from Attrition.

Supply Base = 1 + .2 * Tax Base[1] [2] + (Land Fort Bonus)
Land Fort Bonus Table:
