Slipping Standards

This is a Napoleon's Ambition province event based on selection of the National idea Naval Fighting Instruction.
The following conditions must be met for the event to fire:
- One has the National idea Naval Fighting Instruction.
The Mean time to happen for this event is 5000 months (random event).
- Not being at war decreases MTTH by 5%.
Option 1: Well we can't expect them to operate at peak efficiency all the time
- Set Country Modifier, "Slipping Standards" for 120 days with the following effects:
- Blockade efficiency decreases by 25%.
Option 2: I expect every man to do his duty no matter what
- Stability is decreased by 1 point.
