Siege

From EU3 Wiki

Once an enemy army has been defeated in a province, if a fortification is located in that province, you will need to complete a siege to make it yours. A siege begins automatically when you alone occupy an enemy province.

You may elect to end the siege faster by commiting to an assault by clicking the appropriate button within the siege status screen, but it will come at a high cost to your troops.
