Royal Bureaucracy

This is a country event in which revolutionaries try to decrease the size of the government bureaucracy.
The following conditions must be met for the event to fire:
- One must have the Revolution flag
- One must have Centralization/Decentralization slider set to -2 or lower.
- One must have the National idea Bureaucracy.
The mean time to happen for this event is 24 months.
- Centralization/Decentralization slider set to -4 decreases MTTH by 5%.
- Centralization/Decentralization slider set to -5 or less decreases MTTH by 20%.
- Revolt Percentage of 10% decreases MTTH by 10%
- Revolt Percentage of 20% decreases MTTH by an additional 20%
- Revolt Percentage of 30% decreases MTTH by an additional 30%
- Stability of -1 decreases MTTH by 20%.
- Stability or -2 decreases MTTH by 30%.
- Stability or -3 decreases MTTH by 50%.
- Stability of 1 increases MTTH by 10%.
- Stability of 2 increases MTTH by 20%.
- Stability of 3 increases MTTH by 40%.
Option 1 Reduce the Royal Bureaucracy
- AI has a 65% chance of selecting this option.
- Centralization/Decentralization slider changes by 1 (1 toward 'Decentralization')
- One Receives the 'Bureaucratic Reduction' event modifier for 2 years with the following effects:
- Tax modifier decreased by -15%.
Option 2 Expand the Royal Bureaucracy
- AI has a 35% chance of selecting this option.
- One Receives the 'Bureaucratic Expansion' event modifier for 2 years with the following effects:
- Stability cost is increased by 25
- Revolt risk is increased by 1%
