Promising Admiral Appears

This is a Napoleon's Ambition province event based on selection of the National idea Sea Hawks.
The following conditions must be met for the event to fire:
- One has the National idea Sea Hawks.
The Mean time to happen for this event is 5000 months (random event).
- Being at war decreases MTTH by 5%.
Option 1: I knew this was a good idea
- Receive a high level Admiral.
