Popular Enthusiasm for our Navy diminishes

This is a Napoleon's Ambition province event based on selection of the National idea Grand Navy.
The following conditions must be met for the event to fire:
- One has the National idea Grand Navy.
The Mean time to happen for this event is 5000 months (random event).
- Not being at war decreases MTTH by 5%.
- Having a navy at least 25% of one's overall Naval limit decreases MTTH by 5%.
Option 1: This is only a short term problem
- Set Country Modifier, "Slower Ships" for 120 days with the following effects:
- Ship building speed increases by 30%.
Option 2: This is nothing a little money can't solve
- Treasury decreases by 50 ducats.
