Naval Technical Developments

This is a Napoleon's Ambition province event based on selection of the National idea Excellent Shipwrights.
The following conditions must be met for the event to fire:
- One has the National idea Excellent Shipwrights.
The Mean time to happen for this event is 5000 months (random event).
- Being at war decreases MTTH by 5%.
Option 1: Why should I care about people who are so poor they have to work?
- Set Country Modifier, "Naval Technical Developments" for 120 days with the following effects:
- Naval Tech modifier decreases by 2.5%.
Option 2: Time to upset the Naval Establishment
- Stability is decreased by 1 point.
