National Fragmentation

This is a country event in which the monarch has difficulty holding a large empire together.
The following conditions must be met for the event to fire:
- One has as least 25 cities.
- One's Centralization/Decentralization slider set to 3 or greater.
- One's monarch has an Administrative setting of 3 or 4.
- Stability is 1, 2 or 3.
The mean time to happen for this event is 216 months (18 years).
- A monarch with an Administrative setting of 3 decreases MTTH by 10%.
- Stability of -2 decreases MTTH by 10%.
- Stability of -3 decreases MTTH by 20%.
- Centralization/Decentralization slider set to 3 decreases MTTH by 10%.
- Centralization/Decentralization slider set to 4 increases MTTH by 20%.
- Centralization/Decentralization slider set to 5 or greater increases MTTH by 30%.
- Having at least 2 vassals decreases MTTH to 10%.
- Being in the Muslim, Chinese or Indian Technology groups decreases MTTH by 30%.
Option 1: Increase centralization efforts
- The AI has a 50% chance of selecting this option.
- Centralization/Decentralization slider is changed by 2. (moved 2 steps to the right.)
- Treasury is decreased by 500 ducats.
Option 2: Leave as it is
- The AI has a 50% chance of selecting this option.
- Centralization/Decentralization slider is changed by -2. (moved 2 steps to the left.)
- Stability is decreased by 2 points.
