Military Improvements

This is a Napoleon's Ambition country event based on selection of the National idea Military Drill.
The following conditions must be met for the event to fire:
- One has the National idea Military Drill.
The Mean time to happen for this event is 5000 months (random event).
- Being at war decreases MTTH by 5%.
- Army size percentage less than 25% decreases MTTH by 5%.
Option 1: ;I like military thinkers
- Set Country Modifier, "Military Improvements" for 120 days with the following effects:
- Land Tech cost modifier is decreased by 2.5%
