Mazovia is a small, poor country stuck between Poland and its vassal Lithuania, with the Teutonic Order to the north. Basically, you are stuck between being annexed by Lithuania, Poland or the Teutonic Order. First, offer Poland a royal marriage and military access so they will hopefully offer you an alliance. Go along with all of Poland's wars.

Hire a Land tech, government tech, or trade related advisor. Focus on land, government, trade and production technology. Naval and stability are not important because you have no coastline, and even with a port you'll have a low naval force limit. Stability quickly improves even without investment, being a small nation.

Poland enjoys attacking Moldova, Crimea, and the Teutonic Order. Moldova can't hurt you or Crimea, but the Teutonic Order can easily annex Mazovia so proceed with extreme caution. In Crimea, try to peace out for 25 ducats and possibly Cherson ( for access to the Black Sea and to be a two-province minor).
