Fortification works

This is a Napoleon's Ambition country event based on selection of the National idea Engineer Corps.
The following conditions must be met for the event to fire:
- One has the National idea Engineer Corps.
- One has a Level 3 fort
The Mean time to happen for this event is 5000 months (random event).
- Being at War decreases MTTH by 5%.
Option 1: Let's hope some tries to siege it
- Add a Level 4 fort
