Fortification Enhancement II

This is a Napoleon's Ambition country event based on selection of the National idea Engineer Corps.
The following conditions must be met for the event to fire:
- One has the National idea Engineer Corps.
- One has a Level 1 fort
The Mean time to happen for this event is 5000 months (random event).
- Being at War decreases MTTH by 5%.
Option 1: We must always seek improvements were ever possible
- Add a Level 2 fort
