Treaty of Tordesillas

The Treaty of Tordesillas was an agreement in which the Pope divided the non-Christian world between Portugal and Spain. In the game, Tordesillas randomly occurs between 1505 and 1518. It allows Spain and Portugal to seize ownership of provinces of other Catholic nations without declaring war.
Coverage
In the game, Tordesillas randomly occurs between 1505 and 1518. Once it happens, and assuming that both Spain and Portugal still exist in the game, it allows Spain and Portugal to seize ownership of colonies of other Catholic nations.
While the Treaty is in effect, Spain and Portugal each have a defined area of the world that is theirs. Spain's area contains Mexico, most of the Carribean, the Incan areas and a few islands in the Pacific. Portugal's areas covers Brazil, all of Africa, India, and the East Indies. Unaffected provinces include most of Eastern North America and some islands. You can see the covered areas graphically on the colonization screen: provinces affected show a small icon for the relevant semi-owner.
The Treaty ceases to function upon the Edict of Tolerance event, circa 1650.
Effects
Basically, Spain and Portugal are in a state of permanent war in their respective covered area only. They may enter "their" provinces with land units even when at peace with the owner. If they encounter any foreign armies (Catholic or not) in their area, a battle will result. If there is a fort, they will cover it or siege it with enough men. Ownership is immediately transferred once they gain control of the province.
